Jackson County commissioners approve airport contractor, property-tax exemption and multiple county contracts
Summary
At a 25-minute May 27 meeting the Jackson County Board of Commissioners approved a CM/GC contract for the airport terminal expansion, granted a property-tax exemption to the Motorcycle Riders Association, renewed a cable-casting agreement with Southern Oregon University, approved an emergency-services contract with La Clinica Del Valle, awarded aggregate supply contracts, and authorized an ammunition purchase for sheriff’s training.
The Jackson County Board of Commissioners on May 27 approved a series of contracts and a property-tax exemption during a 9:30 a.m. regular meeting in the Courthouse Auditorium and by videoconference.
Commissioner Rick Dyer opened the meeting and the board presented a Community Service Award to David Gann of The Salvation Army. Ms. Hafterson of The Salvation Army praised Gann’s volunteer service, and Gann “thanked his church family for their support and Jackson County for honoring him.”
The board then moved through its agenda with unanimous votes on multiple orders. County Administrator Danny Jordan summarized each item for the board before commissioners moved and voted.
Most substantive was the approval of Order No. 122-26, which authorizes a Construction Manager/General Contractor contract with Adroit Construction Company, Inc., for the Jackson County Airport Terminal Expansion Project. Jordan said the county issued an RFQ/P published February 4, 2026, received eight Statements of Qualification and shortlisted four firms for written proposals and interviews before selecting Adroit. Commissioner Randy Sparacino moved to approve the order; Commissioner Colleen Roberts seconded, and the motion passed with Commissioners Sparacino, Roberts and Chair Dyer voting aye.
The board approved Order No. 123-26, granting a real and personal property tax exemption under Oregon Revised Statute 307.115 to the Motorcycle Riders Association for several tax lots the association operates as a public park. Jordan said the MRA filed an application March 25, 2026, and had met the statutory criteria; Commissioner Roberts moved the order, Commissioner Sparacino seconded, and the motion passed unanimously.
Commissioners approved Order No. 124-26 to continue the county’s contract with Southern Oregon University (Rogue Valley Community Television) to provide cable-casting and related streaming services; Order No. 125-26, authorizing La Clinica Del Valle Family Health Care Center, Inc., to provide medical, behavioral health and pharmaceutical services during emergency evacuations; and Order No. 126-26, accepting selected bids for the 2026 aggregate supply contract with Hilton Trucking and Supply Co.; Knife River Inc.; Anderson Butte Quarry, LLC; and Varney Creek Cinders, LLC for use on county and ODOT road projects.
Finally, the board approved Order No. 127-26 (Purchase Order No. 87231) authorizing a purchase order with Dooley Enterprises, Inc., for ammunition to support the Jackson County Sheriff’s Office Lethal Threat Management firearms training program. Each of the clustered orders was approved on motions that recorded the same three commissioners voting in the affirmative.
The board also approved a Consent Calendar covering prior meeting minutes. A member of the public, Clarence Carr of Medford, raised a non-agenda point about earlier requests and document handling through the courts; the board did not take formal action on that comment.

What it means
