Enumclaw council approves $15,000 trial for July 4 parade safety measures

The Enumclaw City Council on May 26 approved a one-time appropriation of up to $15,000 to fund safety measures for the July 4 parade on a trial basis.
Councilmember Martineau told members the chamber and event planners sought funding to secure parades as attendance is expected to be higher because of national celebrations. "The request is for funding of safety of $15,000 per parade, which includes $8,000 to go towards temporary barriers," the councilmember said, explaining the figure covers barriers and additional staffing needed to keep spectators inside barricaded areas.
Staff described rental and deployment logistics: estimated linear footage for full-route barricades, storage and a three- to four-day setup window, and trade-offs between renting and purchasing equipment. Staff also said a government pricing contract reduced an initial fence quote by about half. Council members expressed concern about impacts on downtown parking and business access and the city's capacity to stage and remove barriers.
Councilmember 3 moved to amend the original two-parade $30,000 request to a $15,000 trial for the July 4 parade with administration, police and the Chamber to determine appropriate measures. The amendment passed, and on the final vote the amended motion carried 5–1.
Next steps: staff will finalize logistics, coordinate with the Chamber and police, deploy measures for the July 4 trial, and return to council with lessons learned and any future funding requests.
