Council approves posting utility foreman position after year‑and‑a‑half lineman vacancy

Following an Aug. 26 outage caused by an animal at a substation, the council approved posting the utility foreman position to attract applicants and heard a recommendation to place the water/wastewater employee Mike Rhey at step 4 on the revised wage scale; an MOU will be drafted for consideration at the next meeting.
Public Works Superintendent Brent Brown told the council the city experienced a power outage Aug. 26 after an animal entered a substation. Brown also presented an updated wage scale for the public works water/wastewater position and recommended hiring at step 4 for incumbent Mike Rhey; the council directed staff to draft a memorandum of understanding on the matter for the next meeting.
Councilors noted the lineman position has been vacant for about 1½ years. On a motion by Ron Kelley, seconded by Chris Mosloski, the council approved posting the utility foreman position to broaden recruitment efforts and attract more applicants.
Separately, the Minnesota Department of Health requested a Sept. 17 meeting at the city campground to discuss licensing requirements; staff will review those requirements and report back at the next council meeting.
Why it matters: Staffing decisions and recruitment affect the city's ability to maintain water, wastewater and electric infrastructure; the council took steps to fill supervisory staffing and to formalize pay/step considerations for current employees.
