Clermont oversight committee moves to finalize clerk contingency plan as police hire is deferred

The Town of Clermont Internal Control Standards Oversight Committee on Aug. 14 agreed to finalize a 90% draft of a Clerk contingency plan and place it on file while town attorneys locate the relevant statutory requirements.
Clerk-Treasurer Larry Beiter said a draft contingency plan is about 90% complete and will be circulated to the committee; Attorney Robert Lutz told the group he will locate statutory requirements governing clerk succession for the committee's review. The town hired a part-time clerk in February who is being trained as part of continuity preparations.
The committee also discussed long-term succession for the Police Department. Chief Steve Dulworth said the town continues to pursue hiring an experienced officer but that an additional officer headcount was removed from the proposed 2026 budget after recent changes in town funding and the financial burden of the fire protection contract. Baker Tilly has been contacted to identify potential grant sources to fund the position; the committee characterized the staffing shortfall as a medium-level operational risk that needs resolution.
Why it matters: finalizing a clerk contingency plan and securing funding for experienced officers are intended to reduce operational disruption from retirements, turnover or staff burnout and to protect key town functions such as payroll, records and public safety.
The committee assigned follow-up: finalize and file the Clerk contingency plan (Clerk-Treasurer Larry Beiter) and continue to explore grant options and funding pathways for police staffing (Chief Steve Dulworth and Clerk-Treasurer Beiter). The item will be revisited at the Dec. 11, 2025 oversight meeting.
