Chrisney updates wastewater testing, hydrant flushing and a customer-bill adjustment; gas rate study delivered to council

Town staff gave several utilities updates at the Oct. 6 Chrisney meeting. John reported that smoke testing for the wastewater project was halted because of equipment malfunction and "should resume next week," and that the smoke-testing effort was about 15–20% complete with three lateral services on the owner's side located so far. Commonwealth is continuing manhole inspections, and John said he is waiting on a third quote for a camera to televise sewer lines; he said any camera purchase would be paid from State Revolving Fund monies if that funding is approved.
Kim said she received a preliminary gas rate study from Pat Callahan, the town's utility rate consultant, and that council members should review the draft and meet with Pat before any rate changes are proposed. John advised residents that hydrant flushing will begin Oct. 23 and may stir up cloudy water and reduce pressure for about a week, recommending residents avoid major laundry or dishwashing during that period.
On a separate utility matter, Kim presented cases of customers with water leaks. Council Member Mason moved and Council Member Greg seconded a motion to adjust a customer's bill to the average charge and bill the additional gallons at the wholesale rate. The motion carried according to the meeting record.
