Chrisney council approves $55,000 wastewater closeout payment and greenlights smoke-testing plan pending SRF sign-off

Drew, speaking for Commonwealth Engineers, recommended release of the remaining retainage by approving Koberstein Contracting Inc. Pay Application #13 in the amount of $55,000; council members voted to approve the payment. Drew said once the payment is made the project will be closed out and enter a one‑year warranty period.
Drew also told the council that heavy weather-driven inflow into the wastewater treatment plant remains a concern and proposed using leftover State Revolving Fund (SRF) monies to pursue Smoke Testing & Manhole Inspections to find infiltration and inflow sources. He presented Owner‑Engineer Agreement Amendment No.5, a $57,500 authorization for the testing and inspections, estimated to take about 60 days in the field plus roughly 30 days to produce a report.
Council approved the amendment and gave Drew authority to contact SRF to obtain their approval before any work begins. The council did not record a roll-call tally in the minutes; the record states only that the motion carried.
The council also heard that the contractor still needs to lay asphalt in the church parking lot tied to the wastewater contract; Drew said that remaining work should be finished in the next few days.
The town’s next procedural steps are payment of the retainage, SRF review of the proposed smoke testing and manhole inspections, and receipt of the consultant report before any remediation work is ordered.
