North Logan RDA adopts FY2026 revisions and approves proposed FY2027 budget, cites expected CRA tax increment

The North Logan Redevelopment Agency unanimously adopted revisions to its fiscal year 2026 budget and approved the proposed fiscal year 2027 budget at a meeting on June 2, 2026, after staff said there were no major requested changes and flagged anticipated tax increment revenues from new businesses in the city’s Community Reinvestment Area (CRA).
Alan Luce, a staff member, presented the proposed revisions to the FY2026 RDA budget and the proposed FY2027 budget, stating that there were "no major changes requested to either the current fiscal year budget or the proposed budget for the upcoming fiscal year." Luce told the board that several businesses are currently locating within the CRA and that coordinated work with Cache County is underway to determine the tax increment revenue those developments will generate. He said revenue projections should become clearer after assessed values and related tax increment information are available in December 2026.
Officials said future tax increment revenues would be used to support CRA incentive programs and economic development activities and could assist in attracting and supporting future business development within the RDA project areas. Board members present expressed enthusiasm about the potential economic growth and the revenues expected from CRA projects.
Mayor Lyndsay Peterson opened the public hearings on the FY2026 revision and the proposed FY2027 RDA budget at 7:24 p.m. and 7:25 p.m., respectively; both hearings were closed with no public comments. Following the presentation and hearings, Emily Schmidt moved to adopt the proposed FY2026 revisions and to adopt the proposed FY2027 RDA budgets. Buzzy Mullahkhel seconded the motion. A vote was called and the motion passed unanimously with Buzzy Mullahkhel, Emily Schmidt, Kenny Reese, Mark Hancey, and Larry Hepworth voting in favor.
The Redevelopment Agency adjourned and reconvened as the City Council earlier in the meeting on a separate motion. The meeting adjourned at 7:27 p.m. The RDA record indicates the minutes were approved June 17, 2026.
