Council narrows committee-assignment changes: majority vote set for key regional boards; finance committee kept in seniority draft

The City Council debated recommendations from a governance ad hoc committee on how council members are assigned to regional boards and certificates/proclamations policy.

Angelica Avila, city clerk, summarized two items: (1) a proclamations and certificates policy (recurring proclamations approved annually; certificates may be signed/presented by council members in accordance with guidelines), and (2) proposed changes to the draft/seniority assignment process for some regional committees.

After public comment urging retention of the current draft-by-seniority approach, councilors discussed tradeoffs between continuity on major regional bodies (which some members argued improves influence and institutional memory) and the city’s long‑standing rotation/draft system that disperses assignments. Council members cited recent concerns about continuity on bodies such as the CVAG executive committee and RCTC; others warned a majority-vote process could concentrate power and undermine rotation principles.

The council adopted the proclamations/certificates policy unanimously. On committee assignments, the council agreed — by roll call — to require a council majority vote to select representatives for three specified regional boards (Coachella Valley Association of Governments executive committee, Riverside County Transportation Commission and Visit Greater Palm Springs) but left the Indian Wells Finance Committee in the existing draft process. The roll call was Whitman (yes), Reid (yes), Sanders (no), Mayor Pro Tem Pena (yes) and Mayor Taylor (yes), producing a 4–1 result.

Council directed staff to implement the approved governance changes and to separate the proclamation/certificate policy from the committee‑assignment modifications in the governance code updates.
