The city attorney explained the change is procedural and was requested to remove ambiguity in the code (which had referenced council, planning commission, architectural/landscape committee and planning department together). "I need to know which one of them is the planning agency so that I can advise and guide you," the city attorney told council members, and counsel emphasized the clarification is intended to align the city’s code with legal obligations that flow to a single planning agency.
Council members and public commenters asked about the 1992 origin of the code language and whether this amendment would remove the planning commission’s role in reviewing projects; the city attorney and staff said the change is a technical clarification and does not in itself reassign planning‑commission duties (a separate ordinance would be required to alter those duties).
After public comment and council deliberation, the ordinance was adopted unanimously.
The change is intended to reduce ambiguity for legal compliance and to make clear which body is the planning agency for statutory notice and other planning‑law obligations.
