Leesburg council tables rezoning request for Travel Center after proposed approval is withdrawn

Mayor David Daughtry opened a public hearing Jan. 6 on a rezoning application from Leesburg Travel Center, LLC (L25-027) to rezone roughly 6.8 acres from agricultural (AG) to C-2 to allow a fuel station and retail store. City Planner Robin Cailloux of Foresite Group presented staff’s recommendation to approve the rezoning with conditions.

Why it matters: The application would change allowed land uses on a parcel near town and could affect traffic patterns and truck routing if approved. The council paused final action to allow further consideration of conditions and community input.

Chief Prokesh introduced the council’s formal consideration of the rezoning. Councilmember Rufus Sherman moved to approve the rezoning with specific conditions that semitrucks pump fuel at the rear of the site and exit via the bypass route; Councilmember Charles Fairbrother seconded. After discussion, Sherman withdrew his motion and Fairbrother withdrew the second.

Councilmember Fairbrother then moved to table the request until no later than Feb. 3, 2026; Councilmember Judy Powell seconded. The motion to table carried by unanimous vote. No individual vote tallies for each member were recorded in the minutes provided.
