Royston City Council adopts FY2026 budget, approves $400,000 EIP grant and related contracts

Councilman Jason Phillips moved to adopt an amendment to the proposed FY2026 budget adjusting the Rates and Fees Schedule and the natural gas base rate for agricultural contract customers without a master meter; Councilman Matt Fields seconded and the motion passed 6-0. Phillips then moved to adopt a resolution to approve and adopt the full FY2026 budget; Councilman Kenneth Roach seconded and the resolution passed 6-0.
The council also approved a resolution to amend the city’s 401(a) Defined Contribution Retirement Plan to increase the employer match. Councilman Phillips moved the measure, Councilman Fletcher Hodges seconded, and the motion passed unanimously.
Council members accepted terms and conditions for an Employment Incentive Program (EIP) grant award of $400,000 to support the Dill’s Water Main project. Councilman Phillips moved to accept the grant terms, Councilman Tony McCollum seconded, and the motion passed 6-0. The council separately approved a development contract with Dill’s Food City tied to the EIP project; Councilman McCollum moved the contract and Councilman David Pressley seconded. The contract includes a stated commitment to create 40 jobs.
Councilman Jason Phillips moved to adopt a Language Access Plan as read by City Manager Lanier Dunn; Councilman David Pressley seconded and the resolution passed unanimously.
City Manager Lanier Dunn told the council that staff received notice of the $400,000 EIP award from the Georgia Department of Community Affairs on May 16 and completed the Phase 1 Environmental Review with a concurrent notice published in the legal organ on May 22; acceptance of the grant terms at the June meeting enabled staff to proceed with clearing conditions needed to draw funds.
All votes on the motions and resolutions recorded in the minutes were 6-0. No public comment was made during the FY2026 budget public hearing held earlier in the meeting. The council adjourned at 5:50 PM.
The council’s actions now authorize staff to proceed with grant-related project steps and contract implementation; next operational steps include finalizing grant conditions and coordinating pre-construction activities identified in the City Manager’s report.
