The Minnesota House Judiciary Finance and Civil Law Committee met March 25, 2026, in Room G23 of the State Capitol and advanced a package of bills to the General Register and one bill to the Ways and Means Committee. Representative Peggy Scott, Chair, called the meeting to order at 10:16 AM and the committee adjourned at 11:19 AM.
The committee approved the minutes from the prior meeting on a motion by Representative Matt Bliss. Chair Tina Liebling briefly assumed the gavel before business resumed under Chair Scott.
Representative Kelly Moller moved that HF 4075, which would establish uniform procedures for imposing and overseeing firearm restrictions tied to certain criminal convictions and judicial orders, be placed on the General Register. Chair Peggy Scott moved to adopt the DE2 amendment; the amendment was adopted and HF 4075, as amended, was placed on the General Register.
Chair Scott moved to place HF 3825 on the General Register. Kim Babine, Executive Director, Department of Public Safety – Office of Justice Programs, testified during consideration of the bill, which makes several changes related to victim notification, identification protection in prosecutor petitions, and automatic expungement eligibility. Chair Scott renewed the motion and HF 3825 was advanced.
Representative Terry Stier moved HF 3826 to the General Register and Chair Scott moved to adopt the A1 amendment; the amendment was adopted. Drew Evans, Superintendent of the Minnesota Bureau of Criminal Apprehension, testified. HF 3826 — which modifies identity theft definitions, expands subpoena authority for the attorney general and county attorneys, and alters statutes of limitation for some fraud offenses — was placed on the General Register as amended.
Representative Bidal Duran moved HF 3827. Drew Evans also testified on HF 3827, which clarifies that certain Bureau of Criminal Apprehension grants to local law enforcement are reimbursements, updates law related to recording crimes, and establishes a process for determining how certain criminal records are ineligible for sealing. The committee voted to advance HF 3827 to the General Register.
Vice Chair Leigh Finke moved HF 4200 to the General Register and to adopt the A1 amendment; the amendment was adopted. Eric Taubel, Executive Director of the Minnesota Office of Cannabis Management, testified. Vice Chair Finke then amended the motion to re-refer HF 4200, as amended, to the committee on Ways and Means; the motion to re-refer prevailed. The action sends provisions that make certain data reported to the Office of Cannabis Management nonpublic and alter public-data rules for cannabis license applicants to the Ways and Means Committee for further consideration.
Vice Chair Finke moved HF 3908 to the General Register. Pong Xiong, Driver and Vehicle Services Director, Minnesota Department of Public Safety, testified about the bill’s changes to ignition interlock program license revocations and driver data classifications. HF 3908 was advanced.
Representative Sandra Feist moved HF 3459 to the General Register and to adopt the A2 amendment; the amendment was adopted. Tom Bray, Attorney, Minnesota State Bar Association, testified about the bill that makes clarifying, technical, and conforming changes to the Minnesota Common Interest Ownership Act. HF 3459, as amended, was placed on the General Register.
Representative Brion Curran moved HF 3711 to the General Register. Nico Bauer, Director of Government Relations, Minnesota Department of Human Rights, testified on proposed amendments to administrative hearings provisions for human rights cases. HF 3711 was advanced.
The committee adjourned at 11:19 AM. The committee legislative assistant recorded the minutes.
