Royston City Manager reports accounts current, audit schedule and personnel plans

City Manager Lanier Dunn delivered an operational report at the Aug. 13 council meeting, thanking staff and summarizing near-term work.
Dunn said daily accounting is caught up and reconciled through July 31 and that year-end close is underway. Auditors are scheduled to return for field work on Sept. 3. He thanked staff who maintained operations during the city’s recent gap in management and accounting support. Dunn said he and City Clerk Tonya Allen will begin work on the 2024 tax digest procedures and that an internal review of purchasing and requisition controls will take place before the end of August.
Dunn announced Chief Donnie Boleman is leaving service at the end of August and that a search for a new chief began with a job posting; he said applications will be ready to review in August. He reported engineers are finalizing plans for sewer-plant work with a goal to bid by the end of September and that he will review a large capital plan for the natural gas system in September. Dunn also outlined potential technology projects (online permit software, online business-license processes, code-enforcement case tracking) and the timeline to re-codify the Code of Ordinances with MuniCode.
Dunn said the city will review SPLOST proceeds and other funding mechanisms to address fire-department capital needs and that an updated personnel pay scale will be considered to comply with Article 3 of the City Charter. He said the administration will provide a written operations report and financial statements with next month’s agenda packet.
