Council adopts updated annexation policy plan to guide future growth

Marriott‑Slaterville’s city council unanimously adopted an updated annexation policy plan aimed at guiding any future expansion into surrounding unincorporated areas.

Staff described two mapped expansion areas — one of about 318 acres and another of about 236 acres — and emphasized that the plan is a planning document, not an immediate annexation. Council members and staff repeatedly clarified that annexation would occur only if property owners petition to join the city and that any annexed area must be financially self‑supporting to pay for municipal services.

Council discussion focused on contiguity and infrastructure limits. A councilor asked whether a noncontiguous property could be admitted, and staff replied that the city’s policy avoids creating islands or peninsulas and that annexation would generally advance from the existing city boundary so service delivery is practical. Staff also noted a sewer main under the river with limited capacity and estimated — while noting the figure was not engineer‑verified — that it could serve roughly 600 residential units.

Several council members said the plan is designed to give Marriott‑Slaterville “first bite at the apple” when property owners in the area wish municipal services, and to prevent neighboring cities from unilaterally absorbing territory. Staff described coordination with West Haven and said the plan was intentionally limited along the 12th Street corridor so any future annexations would be financially feasible rather than imposing a need for a new property tax.

The council voted to adopt Resolution 20‑26F, the annexation policy plan update; the motion carried by unanimous roll call. The plan will be transmitted to county authorities as required by state code and retained as the city’s formal statement of preferred future annexation areas.
