Kandiyohi council approves hydrant meter purchase, adopts fire bylaw amendment and accepts donated vehicle

The Kandiyohi City Council approved a series of operational and budget-related items at its Aug. 5 meeting, including the purchase of a commercial hydrant water meter and an amendment to the Kandiyohi Fire Department bylaws that permits limited "grace days" for emergency-call percentage calculations.
Council Member Scott McGillivray moved and Council Member Jeff Clark seconded approval of the consent agenda, which included the July 15 minutes, department reports and the claims list. The consent agenda passed by voice vote.
Why it matters: the council’s actions will affect how commercial water use is billed and how the fire department tracks member availability, and they record an accepted vehicle donation that will be used for firefighter training.
Public Works presented quotes for a commercial hydrant water meter to measure water withdrawn at hydrants so the city can bill commercial users for actual gallons. The minutes list two quotes: DSG at $3,573.80 and Ferguson at $4,024.95; a third vendor quote was not received. Council Member Jeff Clark moved to purchase the meter from DSG; Council Member Spencer Hunt seconded and the motion carried.
On fire department policy, Council Member Jeff Clark moved to adopt an amendment to Article Nine, Section Five of the Kandiyohi Fire Department bylaws to permit "grace days" that count toward the annual emergency-call percentage. The amendment grants five grace days per year for non‑probationary members with 1–20 years of service and 10 days for those with 20+ years, ties the grace days to the city payroll period, and prohibits carrying them forward or transferring them between members. Council Member David Streich seconded; the amendment passed on a voice vote with Mayor Jon Lindstrand and council members voting in favor.
Council also approved Resolution 202416 to accept a noncash donation: Benjamin and Kristen Egge donated a 2005 Mercury Mountaineer Premier to the fire department for training exercises. Council Member David Streich moved to accept the donation; Council Member Spencer Hunt seconded and the resolution passed by voice vote.
Other procedural items approved included setting the election canvassing to verify results for the Nov. 7, 2024 election and routine vendor payments included on the claims list, which reported total expenditures of $30,120.46 and a city portion of fire department expenditures of $1,072.00.
The council adjourned at 8:18 p.m.; the next regular meeting is scheduled for Aug. 19, 2024, at 7:00 p.m.
