City Attorney Doug Ashworth told the Royston City Council on July 9 that state annexation law changed on July 1, 2023, and a notice the city previously sent to Hart County omitted required elements. He presented a corrected annexation petition executed by Rocky Ridge Investment Group LLC and asked the council to accept it and authorize transmittal to the Hart County Board of Commissioners and the Hart County school district.
The council approved the request on a 6-0 vote after Councilman Jason Phillips moved to accept the new petition and Councilman Matt Fields seconded. Ashworth said the corrected notice adds the school district and updates the objection period from 30 days to the current 45-day window under the revised law; it also attaches the city’s zoning definitions (including the R-2 multifamily residential definition) and relevant zoning tables to the packet.
The action authorizes the city attorney to send the petition and supporting zoning material to the county and the school district; Ashworth said the recipients will then have 45 days to file any objection. The petition itself was described in council discussion as having been executed by Rocky Ridge Investment Group LLC. The council did not take further land-use action at the meeting.
