Fulton County commissioners approve routine agenda, award $6.3 million in road contracts and commit $38,204 to CHIP

The Fulton County Board of Commissioners on April 28, 2026 in Wauseon approved a package of routine business and procurement actions, including awards for the county’s 2026 road maintenance programs and a commitment of program income for a regional housing grant application.
The board voted 3-0 to accept the Fulton County Engineer’s recommendation to award the 2026 Asphalt Resurfacing Program to Gerken Paving, Inc. for $4,467,466.60 and to award the 2026 Seal Coat Program to Ward Construction Co. for $1,836,730.45, a combined contract total of $6,304,197.05. The engineer’s estimate for the asphalt program was listed as $4,146,250. The board noted contracts will be issued to the successful bidders.
Commissioners also authorized entering Contract 2026-44 with Bowser Morner for miscellaneous testing services on County Bridges G24.6 and 24A.9; approved Change Order #1 (an increase of $2,880) and Pay Request #1 for $41,093.28 to Parsons Excavating for Ditch Improvement Project 2152 (Contract 2025-95); and approved disposal/trade-in of three pieces of Engineer’s Office equipment (trade-in values listed as $34,000, $35,000 and $33,000).
The board agreed to participate in the Ohio Department of Transportation (ODOT) road salt contracts awarded in 2026 under Ohio Revised Code 5513.01(B). The participation resolution says the county will be bound by ODOT contract terms, must purchase at least 85% of its electronically submitted salt quantities from the awarded supplier during the contract period, and may rescind participation by written emailed request received by ODOT no later than 5:00 p.m. on May 1, 2026.
On community development, the commissioners authorized the board president to execute a letter committing $38,204.35 in HOME and CDBG program income to the Maumee Valley East PY26 CHIP application, a step required for the consortium’s funding submission.
Financial housekeeping on the consent portion of the agenda included approval of the April 21, 2026 minutes, the day’s agenda, payment of bills, travel requests, purchase order procedures and a set of appropriations increases and transfers: increases of $32,480 (Supplies—Opioid), $24,692 (Professional Services—Opioid), $109,136.78 (Reassessment contracts—Real Estate Assessment) and $556 (GIS maintenance), plus transfers of $1,500 for SRT equipment and $1,500 moved to Commissioners uniforms. All recorded votes on resolutions were 3-0 in favor.
The meeting packet and the resolutions cite compliance with Ohio Revised Code Section 121.22 regarding open meetings. Clerk Jessica Schuette attested the meeting minutes, and the session adjourned shortly after the consent and business agenda were completed.
What’s next: contracts awarded at the meeting will be executed by county staff and the ODOT participation window allows rescission through May 1, 2026. No public hearings or contested votes were recorded in the meeting minutes.
