Councilmember Todd Hall moved to adopt the ordinance; Michael Aldridge seconded. The roll call in the transcript shows all voting members present voting in favor (Bray, Mayor Centers, Aldridge, Fouts, Hall, Ruppert; B. Centers absent) and the motion passed.
