Board adopts FY2026 budget amendment to cover hospital insurance, Elk Creek Road costs

The Woodbury County Board of Supervisors approved Amendment No. 1 to the county’s FY2026 budget after a brief public hearing in which no members of the public spoke.
Ryan Ericson of board administration reviewed the amendment and listed the largest changes: hospital insurance increases (general basic +$547,000; general supplemental +$96,000), an increase to rural basic of $42,000 and an increase to secondary roads of $113,000. Ericson said the board would transfer $714,000 from General Basic to Secondary Roads to cover costs related to the Elk Creek Road project and described several internal reclassifications in treasurer, emergency services, conservation and the sheriff’s office. He also said the board office budget shows a net increase tied to professional services related to the local LEC lawsuit.
Ericson opened the public hearing and invited comments; no one approached the mic, and a supervisor moved to close the hearing. The board then moved to approve a resolution adopting Amendment No. 1; the motion passed 4–0.
Ericson told the board he included several non‑tax funds (gaming, loss, opioid) in the report because those funds are reported to the Iowa Department of Management. The resolution documents the increases, transfers and reclassifications so the county’s filings align with Department of Management reporting requirements.
