Council adopts 90-day open-container pilot for parts of Victorian, Thomas Square and Forsyth Park

The Savannah City Council on June 25 adopted a resolution establishing a 90-day pilot open-container zone in designated areas of the Victorian neighborhood, Thomas Square and Forsyth Park.
Planning and Urban Design Director Bridget Lidy outlined the resolution and boundaries, which Alderwoman Alicia Miller Blakely summarized as extending from Victory Drive down to Anderson Lane along Bull Street. Public commenters included Trudy Herod, who supported the pilot, and Bob Rosenwald, who supported zones 1 and 2 but opposed zone 3. Alderman Detric Leggett asked that playgrounds be excluded from the pilot, expressing a desire not to allow drinking in playground areas. After discussion, Alderman Leggett moved to approve Item #17; Mayor Pro-Tem Dr. Estella Edwards Shabazz and Alderwoman Linda Wilder-Bryan seconded and the motion passed 8-1, with Alderwoman Kesha Gibson-Carter voting no.
City Manager Pat Monahan noted the pilot ends on Sept. 25, 2020, and Mayor Johnson asked that council revisit the item close to that date for evaluation.
Why it matters: The pilot changes rules for public consumption of alcohol in public spaces within clearly defined boundaries and will be evaluated after the 90-day period for possible adjustments.
