Road & Bridge reports mag chloride budget spent and Ivins cinder pit offered for $800,000; residents press for chip‑seal on North Cinder Pit Road

Kevin McClain of Caribou County Road & Bridge told the commissioners on June 8 that a large collection of Mormon crickets had been reported along Crow Creek/Lincoln Creek and asked staff to investigate, then reported that the Road & Bridge mag chloride budget of $160,000 has already been spent.
McClain said crews still need to complete work on Summit View on Slug Creek and are looking at converting an old milk trailer to carry more water before applying mag chloride. He told the board that Rory Lloyd contacted the department seeking to sell the Ivins Cinder pit (40 acres), which had been appraised at $800,000, and asked whether the county would be interested in purchasing the cinder pit.
McClain also outlined work schedules: chip‑sealing was set to begin next Wednesday on Mountain Road, with Mingo Road deferred until August pending oil availability and agricultural watering schedules. The county has a crusher in Grace (City Pit) and reported one MSHAW violation from last week for a D8 light outage; Good Fellows performed repairs on the cone and other maintenance.
During public comment, Kristine Allen asked the county to chip‑and‑seal North Cinder Pit Road and the Madsen Subdivision because of potholes, washboarding and dust that county residents and an elementary school say has contributed to asthma attacks. Kevin McClain said Road & Bridge could potentially address one mile of the road next year but that doing so would require adjusting the current work schedule; he also suggested using millings from a nearby Highway 30 project as a temporary material.
The board asked staff to locate prior meeting minutes to confirm subdivision maintenance responsibilities before making a commitment. Commissioner Somsen and staff also discussed right‑of‑way payment negotiations with landowner Janice Reese for the LHTAC 8‑Mile Bridge project and awaiting Army Corps approval to move forward with the Chesterfield bridge fix.
