The extension request stems from staff workload, officials said. Mr. Carter, the acting supervisor of elections, told the board the office is in the middle of a runoff, preparing for a statewide recount and processing absentee ballots, and conducting a risk-limiting audit. "It will allow us time to further... complete the signatures that we have received to make sure that they are bona fide residents of the city of Woodbine," he said.
Before the vote, a board member recused herself from the matter, saying she had involvement with parties listed in the petition. "I would like to be recused from this. I don't want to be involved in any discussion, voting, or anything," the member said; the chair acknowledged the recusal and said a quorum remained.
Board members discussed the statutory timing: the code requires the election superintendent to certify the legal sufficiency of a recall application within five days after receiving it, excluding weekends and legal holidays, and allows a superior court judge to grant additional periods not to exceed 15 days for verification.
A motion recorded by the board cites Georgia Election Code 21-4-5(f)(2) and requests the five-day extension through June 22 for a thorough examination of the signatures related to Councilwoman Baird's recall. After the motion was seconded, members voted in favor and the motion passed with no recorded opposition.
Staff announced scheduling and notification details: the office will notify interested parties by the end of business on June 24 about the verification outcome. The board also confirmed upcoming dates including a special called meeting on June 22 to certify elections and noted office closures for Juneteenth and Independence Day observances.
The meeting closed after brief additional public comments and a formal motion to adjourn.
