Spencer County rescinds approval of County Clerk software upgrade after questions from treasurer and clerk

Clerk Lynn Hesselbrock said she had not received the full personnel and policy documents distributed by the county attorney, and Treasurer Cheri Patrick asked for clarification about the quote and whether the total cost was fully captured in the materials before the court.
Judge Scott Travis initially moved to approve the upgrade; the motion passed. Following further discussion and additional questions from the treasurer and clerk about totals, funding source and contract terms, Esq. Stump moved to rescind the earlier approval; the motion to rescind was adopted by voice vote.
Next steps: court staff agreed to provide the clerk and treasurer with the full documentation and to return the item after clarifying total cost and licensing terms. The court took no vendor-level actions while answers were outstanding.
