Residents report plugged drains and near‑flooding in Pinehurst; engineer to inspect

Resident Shari Perkins told the River Ridge board on July 23 that a week after crews plugged a street drain the drainage problems persist and "water has been overflowing in the triangle monument area." Perkins said another resident reported ponding at a retention pond between River 8 and River 9 that appears nonfunctional and is "nearly 1' above the drain."
District Engineer John Baker explained that prior to plugging the inlet water from another system was being forced through into a lower system; plugging stopped that pushing action but created a situation in which "there is no place for the water to go and it is essentially akin to a very tiny pond in a pipe." Baker told the board that resolving the issue will likely require additional study and recommended photographic or video evidence of flooding; Perkins agreed to provide video to staff.
Mr. Ed Nowak asked about the location of the outflow on the northern end of Pinehurst Greens Drive; Mr. Adams said existing pipes route water across private properties and the golf course into the ditch that runs down to the River Club and ultimately into the Estero River. The board directed CDD staff and the District Engineer to view the drainage firsthand and report back.
On infrastructure procurement, Mr. Adams presented MRI Construction Estimate #C060-24 for a Type 9 inlet top priced at $10,692.88 to keep debris from blocking the structure; Mr. Adams said an additional proposal is being obtained and the item will remain on the agenda for further consideration.
Separately, District Counsel Tony Pires said he is obtaining the sketch and legal description for a drainage easement being prepared for the Golf and River Club Seaside; the easement document has been drafted but supporting sketches and legal descriptions remain pending.
The board did not authorize immediate construction at the meeting; staff and the District Engineer were directed to investigate, collect visual evidence, obtain additional contractor proposals, and return with recommendations.
