River Ridge CDD adopts FY2024/25 budget and imposition of special assessments

The River Ridge Community Development District Board of Supervisors adopted the fiscal year 2024/2025 budget and approved a related special-assessment roll at its Aug. 27 meeting.
On a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, the board adopted Resolution 2024-07, which sets the district’s annual appropriations and authorizes budget amendments, after correcting scrivener errors in the budget document. District manager Chuck Adams and Supervisor Blumenthal reviewed the corrections and no members of the public spoke during the budget public hearing.
The board then opened a public hearing on Resolution 2024-08, which makes a determination of benefit and imposes special assessments for FY2024/2025. District counsel Tony Pires recommended opening the hearing; no affected property owners spoke. The board approved Resolution 2024-08 as amended, deleting references to “Exhibit B.” Both resolutions passed by unanimous vote of the four supervisors in attendance: Mountford, Blumenthal, Twombly and Schultz.
Board members also approved the district’s Goals and Objectives and a Performance Measures/Standards & Annual Reporting Form designed to meet requirements in recently adopted state legislation (HB 7013). Chuck Adams, Cleo Adams and Tony Pires described the new requirement that special districts establish annual goals and report performance measures; the board noted the initial report must be posted on the district website by Dec. 1, 2025.
The board’s approval of the budget and assessments preserves the district’s planned spending and assessment structure for the coming fiscal year and directs staff to make the indicated document corrections and to post the required performance report on the CDD website by the statutory deadline.
