City Manager Steve Davis delivered an after-action report on Hurricane Debbie, saying the city opened an emergency operations center at the CLIC Center, about 90 employees worked through the storm and partners including Atlantic Waste and contractor EOM assisted with response and recovery.
Davis said city teams cleared fallen trees, kept critical infrastructure running and used an MRAP high-water rescue vehicle to assist in unincorporated Chatham County and Richmond Hill. "We started preparing by meeting with all department heads," Davis said, and he credited Emergency Management Coordinator Morgan Halloran with keeping financials and documentation organized during response operations. Davis stated crews conducted about 99 rescues and distributed sandbags.
Mayor Gary Norton thanked the city's public safety and public works staff "for not just what they did during the hurricane, but for what they do every day," and Councilman Mark Stephens said the city achieved a strong outcome for the area. The report noted the city staffed the EOC and field operations with roughly 90 municipal employees during the event.
The council did not take an additional vote on emergency policy at the meeting; the acknowledgment and after-action report were presented as informational. The city also noted the MRAP used in rescues was provided to the city by SAPS, and officials recognized that crews assisted in life-saving efforts beyond municipal boundaries.
