Port Wentworth Council approves rezoning first reading and several procedural measures

Port Wentworth City Council on July 18 approved the first reading of a zoning-map amendment to rezone approximately 10 acres of the Royal Tract from R-1 to C-2 and took several unanimous procedural votes on consent items, legal counsel and contract housekeeping.
City Planner Katie Dunnigan presented the application for a portion of the Royal Tract (about 10 of 48.48 acres; PIN 7-0975-01-024) at 6510 Georgia Highway 21 in Council District 1. She said the northern portion of the tract had previously been approved for industrial use and described the proposed southern parcel as neighborhood commercial and a transition zone between industrial park uses and adjacent residential neighborhoods. Philip McCorkle, speaking as agent for Ronald A. Royal, told the council the filing is a concept plan and that specific uses and site-plan details (drainage, buffers, private road) will be reviewed by staff and discussed at a neighborhood meeting when the applicant returns with a site plan.
The council approved the first reading and associated motion unanimously (mover: Mayor Pro Tem Thomas Barbee; seconder: Mark Stephens). The record shows the approval vote included: Thomas Barbee, ArtLise Alston-Cone, Gabrielle Nelson, Mark Stephens, Rufus Bright and Shawn Randerwala.
On the consent agenda, staff recommended and council approved a GDOT letter of acknowledgement for a solicited donation and a request to close Pinder Point Road at-grade railroad crossing DOT #632468C (near Savannah, Chatham County). Following an executive session on personnel, real estate and litigation, council approved retaining outside legal counsel for cases not covered by GIRMA and voted to consolidate legacy contracts for the ice rink and amphitheater into existing city contracts. All recorded votes on these items were unanimous among members present.
The council adjourned after completing business. Several procedural votes were routine approvals; the zoning first reading will return if and when the applicant submits a detailed site plan and staff posts required public notice and neighborhood meetings.
