Two Harbors council approves consent agenda, waterfront task force and assessment-policy change

The Two Harbors City Council on Aug. 11 approved a broad slate of routine and new-business items, including a large pay application for wastewater work, multiple consultant and construction invoices and a set of new appointments to a waterfront task force.
On the consent agenda, adopted on a motion by Lew Conner and Robin Glaser, the council approved RES 08-332-25 authorizing Pay Application No. 45 to Lakehead Constructors in the amount of $227,376.22 for the wastewater treatment plant project. The council also approved multiple Bolton & Menk professional-service invoices (various resolutions listed in the meeting record), payment to Twin Ports Testing for construction testing (RES 08-335-25), and other project-related pay applications and invoices recorded in the consent list.
The council accepted the resignation of Deputy Clerk/Administrative Assistant Toni Maki and authorized posting the position (RES 08-349-25 and RES 08-350-23). The meeting record shows the consent agenda was adopted by a unanimous yea vote of members present.
During new business the council adopted RES 08-355-25 to appoint members to a newly formed Waterfront Task Force. Appointees named in the council record include Councilors Todd Redmann, Lew Conner and Robin Glaser; Janelle Jones of North Shore Management (business-owner seat); Jenna Udenberg (ADA educator); Terry Hukriede (conservation area representative); Karen Howard (Friends of the Waterfront); Kyle Johnson (Two Harbors resident); Mike Kasell (resident outside city limits, within ZIP 55616); and student Noah Mecklin (rising junior, ISD 381). The transcript notes one of the votes—specifically the appointment of the business-owner seat—was not unanimous.
The council also adopted RES 08-356-25 directing the City Attorney to review the assessment policy and make modifications for undeveloped commercial parcels; in that discussion the council decided to allow North Shore Federal Credit Union and Black Woods Bar & Grill exemptions from installation of lateral utility services. Separately, the council authorized the City Attorney to create a cost-reimbursement agreement with ISD 381 for water service to the district's bus garage project; that motion carried.
Most items on the agenda were routine approvals or appointments; the meeting record indicates the council carried these measures without extended public debate.
