Two Harbors council adopts consent agenda, approves AI policy, personnel and multiple project payments

At its June 8 meeting, the Two Harbors City Council adopted a consent agenda and approved multiple resolutions and purchases spanning personnel, policy, equipment and project payments.
Consent items approved included minutes from May 26, 2026; RESOLUTION NO. 06-170-26 allowing claims against the city to be paid June 9, 2026; RESOLUTION NO. 06-171-26 approving payroll for the latter half of May 2026; adoption of an Artificial Intelligence policy; RESOLUTION NO. 06-172-26 authorizing payment into the International Union of Operating Engineers Local 49 training fund in the amount of $10,920 to give 15 employees access to the training center in Hinckley, Minnesota; acceptance of the retirement of Craig Jussila, Assistant Public Works Director, effective July 21, 2026; authorization for internal and external advertising for an Assistant Public Works Director; and multiple construction pay applications and contract amendments for street and wastewater projects.
During new business the council approved: pay application No. 1 for the 15th Street & Alley A watermain replacement project for $89,567.42; pay application No. 29 to Lake County for the 2024 & 2025 Street Improvement Project for $67,680.85; a $1,300 contract amendment to Rick's Tree & Stump Removal to comply with prevailing wage requirements; election judges for the August 11, 2026 primary; approval of amending the MN Paid Family Medical Leave Policy; purchase of two John Deere Z950R ZTrak commercial mowers for Public Works for $30,076.36; purchase of a GMC truck from the DNR for the Two Harbors Fire Department for $18,400; a $16,280 contract to KLM to clean the exterior of the 1.25M gallon pedestal water tower; a $5,500 contract with Duval Companies for grant management of the Northeast RSDP grant; authorization to apply for funding through Engage Rural Civic Arts Cohort; approval of a CN license agreement for a bituminous trail on CN property for a one-time payment of $1,500; and acceptance of a resignation and appointments to the Recreation Board.
