Henlopen Acres board to install four new cameras, debates higher resolution and audio for enforcement

Jeff Jacobs told the HAPOC Board of Governors the group will install four cameras around Block W to improve monitoring, including at the Rolling Road beach path entrance, on the main beach pathway, in the dunes facing the pathway and along the south border of the Block W dunes.
Board members and the board reviewed an 11‑page end‑of‑year summary provided by Brian, who recommended one higher‑resolution camera so faces could be recognized and suggested adding audio capability to the camera that faces the pathway so nighttime underage‑drinking parties could be asked to leave remotely. Johan Poulsen and George Dotzel said pathway signage and Beach Ambassadors already reduced underage drinking in summer 2024, but agreed better camera resolution and operational procedures could improve deterrence.
The board discussed recurring problems with renters using owner passes or not following Block W rules. Members said repeat problems would be reported to the property owner for correction and warned that ongoing violations could risk loss of Block W use or a rental permit. The board encouraged Beach Ambassadors to maintain an incident log documenting improper behavior by owners and renters.
The board also directed George Dotzel and Johan Poulsen to meet with Lynam—the umbrella provider—to explore options for balancing access between owners and renters and to clarify whether Lynam or Beach Ambassadors should handle umbrella disputes on the beach.
No votes were recorded to adopt a specific camera model, resolution requirement, or to authorize audio; the board discussed options and next steps for procurement and implementation.
