MnDOT presented a Highway 15 speed study to the Truman City Council on Oct. 20 noting 11 crashes in five years and no fatalities; the agency advised leaving posted speeds unchanged until planned sidewalks and crosswalks are installed and drivers adapt, then re-running the study.
Scott Thompson and Kari Madison of the Minnesota Department of Transportation presented results from a Highway 15 speed study during the Oct. 20 Truman City Council meeting. Thompson said the study sampled ten locations and examined crash history, finding 11 crashes in the past five years and no fatalities.
Thompson explained that MnDOT uses the 85th-percentile method when recommending posted speeds: "studies show the posted speed should be close to the average speed of traffic, at the 85th percentile." He recommended that the city leave current speed limits in place until sidewalks and new crosswalks due to be added next year are completed, so that driver behavior can adjust; MnDOT plans to repeat the speed study afterward and share updated results with the council for further consideration.
City officials noted the crosswalk installations and asked MnDOT to return with updated data after those infrastructure changes. No immediate speed-limit ordinance change was enacted at the meeting.
