Truman council hires volunteer firefighter, accepts $2,000 grant and approves $161,177 in claims

The Truman City Council met Oct. 20, 2025, in the Municipal Building Fire Hall meeting room and approved a series of routine and financial items, including hiring a volunteer firefighter and accepting a small retention grant.
Fire Chief Brandon Mosloski requested approval to hire Wyatt Luhmann as a volunteer firefighter. Councilor Chad Truax moved to approve the hire, Councilor Danielle Williams seconded, and the motion carried with all ayes. The council record lists Ron Kelley, Danielle Williams and Chad Truax as present and Mayor Jake Ebert and Councilor Chris Mosloski absent.
Councilor Danielle Williams moved and Councilor Chad Truax seconded adoption of Resolution 2025-44 to accept a $2,000 retention incentive grant from Heartland Energy; the resolution passed (all ayes). The council also adopted Resolution 2025-45 to assess unpaid charges and approved the September 2025 financial statements after City Clerk/Treasurer Melissa Sirovy explained that about $63,000 in prior emergency aid and public safety funds had been used earlier in the year to purchase equipment and supplies for the ambulance fund.
On a motion by Truax and second by Williams, the council approved payment of claims totaling $161,177.31 (checks #43169-#43204, ACH items, and #501983E). Other routine approvals included minutes of the Oct. 6 regular meeting and several consent motions, all recorded as —all ayes.—
Councilor Williams moved and Councilor Truax seconded introduction of Ordinance 2025-04, which would remove the requirement to pay annual mileage reimbursement to council members and the mayor; the motion to introduce the ordinance carried (all ayes). The ordinance was introduced for consideration and was not adopted at the meeting.
In new business, Deputy Clerk Carol Becker presented information on the Minnesota Paid Leave program, which begins Jan. 1, 2026, and imposes a payroll tax of 0.88% (split between employers and employees unless an employer elects to pay a higher share). The council decided to table any policy decision on paid leave until the full council is present and to review a proposed policy and employee notice provided by staff.
The council agreed to participate again in the Salvation Army Heat Share Program for the coming season and approved a community building key request from Candace Shahan to allow use of the Legion room for a Christmas toy collection from Oct. 21 through Jan. 2. The meeting adjourned at 6:15 p.m.
