Truman council adopts ordinance eliminating mileage reimbursements, approves paid-leave policy and gambling permit

The Truman City Council voted Nov. 3 to adopt Ordinance 2025-04, eliminating the annual mileage reimbursement previously provided to council members and the mayor.
Council also approved Resolution 2025-46 to issue a gambling permit to Southern Minnesota Ducks Unlimited MN 243. In personnel matters, the council adopted a Minnesota Paid Leave policy and employee notice, setting the cost split at 50% city and 50% employees. The council approved an updated Internal Control Policy, replacing the municipality’s 2008 policy.
Each measure was adopted unanimously (motions and seconds recorded for each item; all ayes). The ordinance changes municipal reimbursement practices; the paid-leave action implements state-mandated leave coverage using the local 50/50 cost-sharing arrangement approved by the council. The updated internal control policy was presented by City Clerk/Treasurer Melissa Sirovy and approved to modernize the city’s financial procedures.
