Council introduces ordinances on grass in streets and cannabis rules; approves July financials and $200,765.69 in claims

Councilor Ron Kelley moved, and Chad Truax seconded, to introduce Ordinance 2025-02 to amend Section 801.04 (Public Nuisance), Subsection 17, to regulate discharge of grass onto the street; the motion passed unanimously and the ordinance was introduced for further consideration.
Councilor Chris Mosloski moved, and Ron Kelley seconded, to introduce Ordinance 2025-03 to regulate cannabis businesses in Truman; that motion also passed unanimously and the ordinance was introduced for future hearings or readings.
The council unanimously approved the July 2025 financial statements as presented. By motion of Ron Kelley, seconded by Danielle Williams, the council approved payment of claims totaling $200,765.69 (Checks #43040–#43071, ACH #1143E–#1150E, and #501907E). The minutes also record approval of the Aug. 18 meeting agenda and the Aug. 4, 2025 regular meeting minutes earlier in the session.
No ordinances were adopted at this meeting; both were introduced for later consideration in accordance with council procedure. The meeting record does not specify dates for additional readings or public hearings on the introduced ordinances.
