At its July 14 meeting the Two Harbors City Council adopted a consent agenda that bundled minutes, payroll, consultant invoices and pay applications, licenses and permits, appointments, and contract-related authorizations.
Key items approved included multiple Bolton & Menk invoices for engineering and plan review, pay application #44 to Lakehead Constructors for the wastewater treatment plant in the amount of $171,725.36, pay app #17 from Lake County for the 2024–2025 Street Improvement Project for $157,524.02, and pay app #9 for the Airport Terminal Building reconstruction project for $50,774.33. The consent agenda also authorized a Plan-It software subscription for capital improvement tracking and allowed staff to seek proposals for a City Hall copier lease.
Personnel actions on the consent agenda included appointment of Matthia Harrison as Electronic Data Processing Technician (effective June 30, 2025) and appointment of Jonathan Bouvine as Public Works Director (effective July 14, 2025). The minutes record that the council conducted second interviews for the Public Works Director earlier and introduced the new director during the meeting.
One consent item was moved to new business earlier in the meeting and then approved as New Business: a donation from Louisiana Pacific of siding and trim for the Main Office Building at Lake View Cemetery. That donation motion carried with Yeas recorded for Conner, Erickson, Redmann, Glaser and Hefter and an abstention by Councilor Redden; the minutes do not record a reason for the abstention.
Per the record, the full consent agenda was adopted by unanimous roll call of members present where roll calls applied; the meeting minutes provide line-item resolution numbers for many items (RESOLUTION NOS. 7-294-25 through 7-316-25).
