Two Harbors council approves façade contract, $391,052 wastewater change order and $50,000 contamination grant

Councilors voted unanimously on roll call to award the City Hall exterior façade contract to Donald Holm Construction for a base bid of $229,100 plus two alternates of $13,765 and $4,000 (total $246,865) and set a 45-day contract time. The council also approved an $86,865 budget increase for the façade project.
Separately, by unanimous roll-call vote the council adopted Change Order No. 3 for the wastewater treatment plant project in the amount of $391,052.76.
During the consent agenda the council accepted Resolution No. 7-325-25 to accept a State of Minnesota grant contract for the Former J & J Castings Project, pending attorney approval and execution by the mayor and city clerk/administrator; a contemporaneous communication from DEED confirmed a $50,000 award from the Contamination Cleanup and Investigation Grant Program.
The council also approved Highway 61 west-end utility crossing alternatives, selecting a jack-and-bore method estimated at $588,400 over an open-cut and bypass option estimated at $624,600.
On smaller items, councilors accepted the Public Arts & Beautification Commission recommendation to hire artist Greg Gossel for the 2025 mural project, with the Commission providing $10,000 and the city contributing $2,000. The council approved routine consent items including a pump replacement at the RV lift station ($8,893.65), payments for street projects, a conditional offer for a patrol officer, and an Adobe contract for $3,190.
All motions noted in the minutes passed with yea votes from all members present; Councilors Redmann and Redden were recorded as absent.
What’s next: several items will proceed to contractual implementation (façade contract execution and wastewater change-order work); the accepted state grant requires attorney review and execution by the mayor and administrator before funds are final.
