Henry County CPMT approves CSA funding requests, reviews FY26 spending and circulates FY27 PSSF agreement

The Henry County Community Policy and Management Team met on April 30, 2026, at the Henry‑Martinsville Department of Social Services. Robert Hiatt, CPMT co‑chair and Court Services Unit director, called the meeting to order at 9:00 a.m.
After a roll call of agency representatives and alternates, the team approved the meeting agenda on a motion by Emily Taylor, Special Education Director and Co‑Chair, seconded by April Evans, Assistant Director of HMDSS; the motion carried by unanimous vote. The consent agenda, which included the March 26 meeting minutes and the CSA Pool Reimbursement Report, was also approved unanimously on a motion from JR Powell, Deputy County Administrator.
Andrea Amos, listed as the fiscal agent alternate, reported monthly expenditures for fiscal year 2026 of $490,081.09 and year‑to‑date expenditures of $4,030,699.08. The minutes also record Promoting Safe and Stable Families (PSSF) reporting attributed to Robin Turner, CSA Coordinator. FY26 encumbrances were listed at $29,303.66 with a balance of $12,800.34.
Under joint new business, members discussed the FY27 PSSF intra‑agency agreement and agreed that the document would be circulated for signature. The CSA office was directed to update the CPMT long‑range plan based on today’s discussion and to review Individualized Learning (IL) goals at nine months to determine whether goals are attainable; the minutes specify that if goals are not being met, the CSA office should document why and what steps DSS and FAPT are taking to address the concerns.
At 9:32 a.m. the team voted unanimously to enter a closed session under the authority of the Code of Virginia §2.2‑3711(A)(15) to discuss specific cases. The closed session covered FAPT cases, new foster care cases, IEP school cases, group home and residential placement reviews (several PCS and DSS case numbers were listed), private day and special education reviews, therapeutic foster care placement expenditures exceeding $6,500 per month, and a set of case reviews for expenditures over $7,000 per month. The minutes list the case numbers cited but provide no additional details about individual children or families in keeping with the closed‑session purpose.
CPMT returned to open session at 10:00 a.m.; Robin Turner, CSA Coordinator, read the certification of the closed meeting and a roll‑call affirmed the certification. The team then voted to approve the CSA funding requests as presented; JR Powell moved to approve and Emily Taylor seconded, with the motion carried by unanimous vote. Robert Hiatt called the meeting to adjourn at 10:01 a.m.
According to the minutes, the next meeting is set for Thursday, May 28 (the minutes list the year as 2025, which conflicts with the April 30, 2026 meeting date; this has been noted and corrected in the audit to May 28, 2026 for chronological consistency).
