Commissioners approve change order 7 for SSM airport access road, delay change order 8 pending permits and cost review

Staff said change order 7 is complete and that the county will submit pay estimates after receiving required American‑made material certifications.
Commissioners then reviewed proposed change order 8, which addresses ditching, regrading and additional culverts to satisfy Kansas Department of Transportation (KDOT) concerns. Staff said the work in change order 8 arose from state comments and re‑engineering for phase one; some items have not been installed. Commissioners questioned whether the county should approve the additional work while the overall project is on hold pending state approvals and paving schedule. The board agreed to delay final action on change order 8 and to revisit the item at the Jan. 26 meeting; staff were asked to confirm permit documentation and to identify whether any costs can be charged to grant funding.
No litigation or third‑party dispute was reported. Staff will prepare the formal pay estimate and documentation for change order 7 and will return on Jan. 26 with permit and cost clarifications for change order 8.
