Pittsboro council opens hearing, holds first reading for 48.23-acre voluntary annexation

The town council in Pittsboro opened a public hearing and completed the first reading of Ordinance 2025-01, a petition to voluntarily annex roughly 48.23 acres in Middle Township that the Recasable Trust of Lori Ray Saldanha Rich has applied to have brought into the town.

Town Council President read the petition aloud and said the property is currently zoned agricultural in the county and that the petitioner seeks to continue agricultural zoning inside Pittsboro. He told the council the parcel number is 32-02-19-200-002-018 and described the tract’s location relative to County Roads 425 and 500.

No members of the public signed up to speak during the hearing, the president said, and the council set the item for formal consideration as an ordinance at the Feb. 18 council meeting. The president described this as the first reading of Ordinance 2025-01 and noted that, if adopted, the ordinance would amend the town’s unified development ordinance to classify the annexed real estate as agricultural, subject to required UDO and Area Planning Commission reviews.

At the same meeting the council also considered a fiscal plan prepared by Financial Solutions Group tied to the annexation. The president introduced Resolution 25-01 to establish that fiscal plan; the council approved the resolution by voice vote.

What happens next: the annexation will return to the council for ordinance consideration on Feb. 18. If the council later adopts the ordinance, the town’s UDO and applicable area planning procedures would guide any future rezoning or development of the property.
