Applicant Zoe Cook told panel she never held a driver’s license; committee recommends denial of operator license

Cook told the panel, “My name is Zoe Cook. Address is 7831 20th Ave.” She also said she had “never had a driver's license” and disputed parts of the rap sheet, saying her most recent charge was in 2024 and that she has completed probation and paid restitution. “I just, I’ve really changed in the last, like, two years,” she said.
A committee member pressing Cook about the record said the information in the file added up to roughly 270 points and that “most of them are operating while suspended.” The member told Cook the total was “just too many points” and that it would be difficult to reduce the balance or establish the trust the committee looks for when recommending licensure.
The city attorney addressed a question about a suspended privilege on the record, saying, “The DMV does suspend someone's operating privilege even if they don't have a license… the privilege is separate.” The clerk explained the office “uses points as a tracking system” and that the committee’s recommendation is advisory; applicants may return for reconsideration and the matter will go to the common council.
A motion to deny the application — moved by a committee member and seconded — carried on a voice vote; members called “aye” while the chair recorded a nay. The committee’s denial is a recommendation to the common council, and Cook was told she may return on December 15 to make further argument.
