Applicant representative Jose Blanca said landscaping and trash issues had been addressed and that they would sell vehicles from the site; staff said the site previously hosted vehicle sales but had been dormant for more than a year and that recommended conditions include fencing, landscaping and parking restrictions. Blanca initially referenced prior higher sales estimates but then said the more realistic expectation for this single lot is about 80 cars per year.

Commission discussion focused on whether the applicant or the owner of a nearby lot (5515) would present a broader plan for both parcels; several commissioners described existing conditions on adjacent properties as problematic and expressed skepticism that the projected sales volumes were realistic for the small on-site inventory. One commissioner moved to defer to the next regular meeting and asked staff to contact the owner of the adjacent lot so the owner could attend and explain plans; the motion carried by voice vote.
