Bellefonte commission approves first reading of FY2027 budget ordinance; accepts financial reports and approves lamppost repairs

The Town of Bellefonte Commission held its regular meeting on May 11, 2026, and approved first reading of Ordinance 2026-03, which covers the FY2027 tax rate, budget and stipend schedule. The commission also accepted the monthly Treasurer’s report, approved payment of the bills presented, and authorized spending to refurbish streetlight fixtures.
The action on the FY2027 ordinance began when Scott MacKenzie moved to read the ordinance by title only; that motion, seconded by Logan Ritchie, passed. Dave Brenner then moved to approve the ordinance on first reading; Andrew Ritchie seconded and the first reading was approved by unanimous voice vote. The commission was told the body is in final deliberations on the FY2027 budget and that state law requires a balanced budget.
Treasurer/Tax Collector Curt Nass presented the monthly statement of financial position and noted delinquent taxpayers owing more than $1,000 had been sent notices. Dave Brenner moved to accept the Treasurer’s report; the motion was seconded by Brandon Dougherty and approved. During the same session the commission approved payment of the bills as read (including utility and service invoices such as Delmarva Power and Casella trash service). Notable line items read into the record included Casella monthly trash/recycling for April ($12,858.74) and the Selective Insurance annual premium ($11,475.00).
Under Old Business, the commission approved a motion by Scott MacKenzie, seconded by Logan Ritchie, to authorize up to $4,000 to refurbish lamppost brackets and lights on town property. The commission received no new report on the EECBG battery backup and solar-panel project, and noted there was no update from DelDOT about sidewalk, repaving or speed-sign projects.
The commission set a procedural reminder that elected town officers should notify the treasurer of stipends due before the June meeting. The meeting adjourned at 8:39 p.m.; the next regular meeting is scheduled for June 8, 2026.
