David spoke to the workgroup about recent changes in local government finance, noting that the public-safety income tax and judicial income-tax elements have been folded into a new county services local income tax. He said the substantive changes will not take effect until 2029 but urged counties to plan now and offered training resources his group has prepared.
David said his organization has produced five training videos on the new system and a proprietary local-income-tax calculator that county auditors can run for specific counties; he offered to present the materials to JRACs or send the videos for local distribution. “If any of your members ever want us to attend a meeting or I can give you access we probably have five training videos we’ve done in the last two months,” David said.
Members agreed to circulate David’s videos in a weekly message and to coordinate outreach with communications staff so local JRACs, county auditors and commissioners can access the materials before budget decisions. David said the calculator software is proprietary and available through county auditors, but that his team can share videos and presentation materials.
No policy votes were taken; staff agreed to coordinate distribution and follow up with David to include concise guidance in the workgroup’s communications.
