State JRAC to host Leifman Group interviews July 7–8 to inform competency legislative work

A DMHA-funded engagement will bring the Leifman Group to conduct approximately 25–30 interviews July 7–8 (with virtual alternatives) to support a newly formed competency legislative workgroup and produce a report to guide legislative discussion.
The State JRAC announced plans to convene the Leifman Group, funded through a DMHA grant, for interviews intended to inform a new legislative workgroup focused on competency development and restoration.
Chris Biehn told members the volunteer workgroup has grown to roughly 25–30 participants and the DMHA-funded engagement requires funds to be expended before Sept. 30, so in-person interviews were scheduled July 7–8 with virtual interviews offered when needed. The Leifman Group will compile interview findings into a report that will inform the broader legislative work.
Members noted the Leifman Group includes people familiar with the JRAC’s earlier work (including participants from the National Center for State Courts) and expressed optimism the focused review will help address bottlenecks in competency restoration that produce system delays and financial strain.
No legislative proposals were adopted at the meeting; staff said the Leifman Group’s report and subsequent workgroup deliberations will guide any potential policy recommendations.
