Duxbury to refresh financial policies with state help; five‑year revenue forecast due Aug. 31

Finance Director Mary McKinnon told the committee the town has arranged pro bono assistance from the Massachusetts Division of Local Services (DLS) Financial Management Resource Bureau to help update Duxbury's financial policies beginning in September.
McKinnon said DLS offers training and drafting support, and that the Select Board has approved bringing the agency in at no cost. "They promulgate very strongly that communities should have good policies in place...so I've reached out to them. They are able to work with us beginning in September," McKinnon said. She named Zach Blake as the DLS contact who will lead the engagement.
Staff also outlined a tentative budget calendar: deliver a five‑year revenue forecast to the Select Board on Aug. 31, provide the raw list of capital requests that night, and open ClearGov for departmental capital entry next week so departments have 30–45 days to enter requests. McKinnon said the town is required by bylaw to build a five‑year capital plan and that the initial years will be placeholders subject to change.
Committee members asked about scope and timing; staff said the heavy lift on scheduling and drafting will fall to finance and the town manager and that the work should be completed over several months with possible training sessions for committee members and staff.
