Council removes Del Green from Planning Commission and appoints Angelina Powell

The council considered and approved a motion to remove D(Del) Green from the Planning Commission and to appoint Angelina Powell to the board. A council member moved the combined removal-and-appointment motion; another member proposed amending the motion so the council would keep Mr. Green and also appoint Powell, but the amendment failed in a roll-call vote.
Following the failed amendment, the original motion to remove and replace was voted on and passed. Some council members asked whether Mr. Green had been informed of his removal; the transcript records at least one member saying Mr. Green had not been notified and that they were uncomfortable proceeding without having told him.
The clerk was directed to include the vote in the official minutes. The transcript records the roll-call vote with mixed votes (the minutes request indicates votes were recorded and entered by the clerk).
