The Arcade City Council approved annexation and rezoning requests for a roughly 8.2-acre parcel fronting the north side of Ethridge Road west of Tanglewood Road to allow expansion of a gravel storage lot.
Council Member Ron Smith moved to approve RZ-2025-01 (annexation) and separately moved to approve zoning the parcel to C-2 (Highway Commercial District) with specified conditions; both motions were seconded by Council Member Cindy Bone and passed unanimously. The application lists McGrath Rent Corp. as the prospective user, represented by applicant Don Clerici; property owners are Leonard G. Swofford and Renee F. Swofford.
The council’s zoning approval included the following explicit conditions: prohibited certain otherwise-permitted C-2 uses without further council review (continuing care retirement community, crisis center, dormitory, group home, hospital, institutionalized residential living and care facility, funeral home/mortuary/mausoleum, lodging service, tow service, wrecked motor vehicle compound, animal shelter or kennel, convenience store with gas pumps); dedication of right-of-way to Jackson County Public Development Department if required prior to occupancy; along the Ethridge Road frontage a minimum 25-foot planted landscape strip with an interior minimum 8-foot high opaque fence; a 50-foot setback for modular buildings stored on site; and a requirement that the principal internal circulation driveway be paved (the remainder of the site need not be paved).
The annexation and zoning record noted the application excludes 2.0 acres previously de-annexed and a strip along the east property line that will remain unincorporated. The council did not record any public comment or fiscal analysis in the meeting minutes. The mayor was authorized to sign documents needed to effect the approvals.
