Residents at Walker public hearing raise concerns over Northwest Area Project assessment notices and landscaping

City engineers opened a public hearing Oct. 7 on the final assessment for the Northwest Area Project (street and utility improvements). Residents and representatives of the Walker Bay Townhomes Association told the council that individual condominium owners had not received assessment or hearing notices because notices had been sent only to parcels covering shared association areas rather than to individual owners.
Residents expressed concern about the need to replace boulevard and yard trees and other shrubbery following the planned street and utility work. In response to the notice issue, Councilmember Gary Wilkening moved and Councilmember Jim Senenfelder seconded a motion to renotify property owners within the Northwest Area Project area and to ensure individual townhome owners receive notice. The council approved the motion on a 5–0 vote.
The public hearing record closed at 6:30 p.m., and the council instructed Public Works staff to re-send assessment notices to individual property owners as follow-up. No formal amendments to the assessment were recorded at the meeting; council action focused on ensuring notice delivery and documenting resident concerns about landscaping replacement.
