Walnut Grove council raises 2025 pay for fire officers, delegates cannabis registration to Redwood County and appoints EDA members

Walnut Grove — The Walnut Grove City Council at a special session Thursday approved three motions affecting personnel pay, local regulatory responsibility and economic development appointments.
In the meeting’s most consequential vote, Councilmember Sue West moved, and Councilmember Dale Shannon seconded, to amend the city’s 2025 wages, rates and fees to increase the Fire Chief’s annual salary to $1,100 and the assistant chief’s pay to $500 for 2025. The motion passed with West, Shannon, Yeng Yang and Mayor Ron Stubbe voting in favor; Dylan Albertson abstained.
Clerk-Treasurer Paula McGarvey had earlier reviewed the city’s Pay Equity framework and the TruSight job-evaluation system, and supplied council members with department job descriptions and the Personnel Policy before the vote.
The council also reviewed and approved Resolution 2025-0123, which delegates registration responsibility for cannabis retailers to Redwood County — an action the prior council had agreed to. Councilmember Dylan Albertson moved to approve the resolution, seconded by Dale Shannon; all councilmembers voted in favor and the motion carried.
On economic development matters the council approved two council representatives to the Economic Development Authority (EDA), naming Mayor Ron Stubbe and Councilmember Dale Shannon as the council’s EDA members, and approved Paulette Koch as a volunteer EDA board member. The motion to confirm the appointments was moved by Sue West and seconded by Dylan Albertson; all voted yes.
The meeting record shows the actions were procedural approvals rather than new policy-making steps: the wage adjustments are an amendment to the 2025 wages schedule, the cannabis registration authority was delegated to Redwood County consistent with the prior council’s position, and the EDA appointments fill the city’s representative slots.
