Waterville council approves consent agenda, pauses dust control and handles routine permits and hearings

The council approved routine minutes and disbursements totaling $648,976.49, paused dust-control services to save the budget, approved an off-sale liquor license transfer to Two Lakes Liquor LLC, denied a $2,200 request to fund sign landscaping, set a public hearing on North Shore dedication for Aug. 5, and approved a MN Jr. Bass tournament weigh-in. The council then held a closed session on real estate under MSA 13D.05 Subd. 3(c)(3).
At its July 1 meeting the Waterville City Council approved a standard consent agenda that included minutes from June 3, electronic fund transfers and payroll, and computer-generated checks totaling $648,976.49. The consent agenda was adopted by motion (Wollin/Grobe) and carried 5-0.
During Old Business, Street Supervisor Alan Hiller supplied an updated quote of $3,768.96 for dust control. Mayor Bill Conlin and the council discussed budget implications and paused dust control for 2025 to evaluate and save money; the motion carried 5-0.
In New Business the council approved several routine and event-related items: it approved Resolution 2025R-017 accepting a bid for Lions Park pickleball courts (see separate article), approved the off-sale liquor license transfer for the sale of Arnoldt's Liquor Store to Two Lakes Liquor LLC (Motion by Smith, seconded by Potter; vote 5-0), and denied a $2,200 city-funded landscaping request for the Waterville sign, urging fundraising instead (Motion by Grobe/Potter; vote 5-0). The council also set a public hearing for Aug. 5 on the North Shore dedication pursuant to MSA ' 160.05 and approved a MN Jr. Bass Nation tournament weigh-in at the swimming beach on Aug. 1; the beach remains open and about 25 boats are expected.
Administrator Teresa Hill provided administrative updates including a postponed Park Board discussion due to lack of quorum. Attorney Jason Moran and the council reviewed the process for long-grass enforcement and other routine matters. The council then entered a closed session at 7:06 p.m. under Minnesota Statute 13D.05 Subd. 3(c)(3) to consider the purchase or sale of real estate; the closed session ended at 7:39 p.m., the council returned to open session and adjourned at 7:39 p.m.
Luke Vogt of Abdo presented the annual audit by Zoom earlier in the meeting and reported no significant changes from the prior year.
